Growth rate of plants?

I planted seedlings in late February Indoors. They are only 4 inches tall with their 3rd set of leaves growing. They haven't developed any multi-fingered leaves yet. Is this normal for 2 weeks old? I'm using 3 23 watt CFLs and one tube florescent bulb for lighting. I have a fan and aluminum foil covering the walls. I would have a nicer setup by my funds are low. I tried to buy bud4less book but it wouldn't let me. Please any suggestions will help. Thank you

I water them as soon as the soil feels dry. I also mist their leaves twice a day.

consider this is a weed, light is the most important thing from what i have learned so far, eveything else seems to beones style of the grow, like the soil, nutes, hrdro, and even when to harvest is what one likes....deep or lite , i started mine in late feb. also as shown in this 2 week old picture, under 400 m.h. and today i tied them dowm i will post new pictures to my grow blog...https://www.rollitup.org/grow-journals/163869-here-we-go-start-my.html lights lights lights, but this only 2nd grow!
