New growth on sativa

Im doing a lollipop style ebb n flow grow of a sativa dominant strain. Im 2 months & a week into budding and have new growth popping up all over the top of the plant. The lower part of the main cola has about 50% of the pistils brown, and the buds at the top are 100% white, and every day i walk in there is fresh growth at the tops. In the past, with the same strain and different styloes of growing, I have just chopped the lower branches first and left the colas to mature more, but this is a lollipop grow.. the bottom part of the main cola is done and the upper part has probably like 3 or 4 more weeks. anyone know about this? Is it something i did wrong? Most of the people i talk to have the opposite problem, where the buds at the top are ready quicker than the lower ones. It sucks because im OVER two months into budding and the top has fresh pistils popping up like crazy, which i know are going to take a while to mature.. any feedback is appreciated.

It's hard to explain this.. so I will post up some pics later. But imagine your plant was growing along like normal, buds getting denser every day, slowly filling out, then all of the sudden the bud exploded in growth at the top. New fingers come bursting out of the top on all your buds. right at the very top, nowhere else. Now I have the old bud (a normal looking bud), which is almost ready, and this new 1/8th oz chunk of bud at the top which is all new growth and looks to not be ready for some time.
