Can't tell either from that picture, looks kinda weird tho.
Mbe, just open the bud and make sure.

Bud rot is brittle ...try to break the bud open
If it snaps...that is bud rot.
That said, I don't see any bud rot in the photo

The sugar leaves would turn yellow overnight and you could easily pull them out if it was bud rot........so no.
