In the US, none, unless theres' a specific state law prohibiting possession. Seeds are considered a "Novelty Item" and are legal to possess. Seeds are under the Federal legal limit for THC, so they can legally be shipped using the US Mail..

That is a great question. Seeds are considered hemp under law federally since the farm bill of 2018. Even in states where it is illegal to germinate and grow cannabis, its generally safe to buy and possess seeds since they contain no (or under the 0.3% tolerance) of psychoactive cannabinoids like delta-9-tetrahydrocannabinol (THC) and cannabidiol (CBD). While I cannot speak for each state, federally, even before the Farm Bill, seeds shipped from Europe that were confiscated only meant the loss of the contents of the package for the client and a note being mailed to them inside the empty package letting them know the contents were taken under the guise of lack of phytosanitary certificates (certified free from quarantined pests) and not because they were seeds. If you are considering ordering seeds simply ensure that your supplier offers discrete shipping free from advertising on the exterior of the package and in our experience the worst that can happen is you lose the package during shipping for which most companies will reship free of charge. One notable, is that using a fake name can usually cause more issues than benefits. While it feels great knowing the package coming isn't in your name, it makes delivery a much lower percentage and if something goes wrong, you wont be able to collect the package with ID. We have had many issues with fake names and zero issues with police knocking on the door of customers who ordered seeds.
