She did spray some stuff last week and she is fighting thrips so I am guessing y'all are correct.
We're endemic for thrips. I use 1 oz Monterey Spinosad in 1 gallon of my nutrients and water with that every 3 days until I see no more flyers and then weekly for awhile. That way you don't have to spray. If she's interested in a way to treat without spraying.

Seems like that is the case. And she's been waiting for them to show sex before committing to flowering. And I'm making an assumption that she is probably waiting to get thrips under control before flipping as well
90 days is a very long time to not show sex yet. I bet that if you used a loupe you’ll see some pisitls coming out of what look like calyx’s to me.
