Permit required to buy 190 proof

I wanted to try making qwet tincture and the wife went to the liquor store to get some Everclear. She came home with Everclear but its 151 proof. Looking online at the ABC website I see I have to pay $50 and submit the proper paperwork with my reason to purchase to be allowed to buy 190 proof. I guess I haven't been to a liquor store in a long time. Seems like back in the day we bought it to make that horrible purple punch!
Anyway, I looked online and found culinary alcohol. 200 proof so I figured I just order some. Nope! Not shipping to my state. WTF? So I went ahead and used the 151. Anyone else have to use 151 due to this? I guess the 25% water is just left in my finished product. I left it sit 24 hours in front of a fan to evaporate the alcohol off. It reduced by half but I assume the water is in the final product.

Should be able to find the culinary alcohol in state Iam in the same boat i found mine in state no shipping.

I went ahead and got the permit from the ABC. Told them I was making medicinal tincture with herbs like lavender and dandelion. It took like 6 months to get and I can only buy 2 bottles a year. Then I found out military PX stores carry it so I just get it there. If you have any friends with military base priveledges have them grab some for you. I'm not renewing my permit after the hassle and fees. I'll stick to the PX.

Bummer. I don't know anyone in the military anymore and there's not a base/post near here.

In your case it doesn’t need to be copper
Cheaper stainless will do the job

I think the coils are all that's important to be copper since it radiates heat more. But don't quote me on it. I've almost made one a few times. Just haven't yet. I found directions to make an easy one with an older steel tea pot, stopper, and some copper pipe when I was brewing beer.
