Hello can few hours of exhaust fan being off in late flower week 8-9 cause bud rot ? Two oscilating fans were on and RH was 85% for two hours in night and it has happened third time with several weeks in between

It's definitely not a good thing. Buy a new fan.
Fan is good enough stupid thing is i do open tent to veg 2 more plants by it which goes good but sometimes when i close tent in evening i forget to turn fan on...Also i run additional UVA light during few hours which is advertised also to deal with moulds and pests

Why do you turn it off in the first place?

Well you're playing with fire. If you forget enough you'll eventually regret doing it. Maybe use a timer if you're keeping it open for around the same times each day?
The OP provided the best answer to 'why leave it on.'

...because forgetting to turn it on again leads to a mess and possible ruining all your hard work and efforts.
