No. Look at the 1-Mt contours in the pic. A megaton will cover about 300 square miles in area. Twelve of those on a Sarmat, laid perfectly, will do a third of greater Houston in prompt effects. I am not counting delayed effects from daughter nuclides. Those do have a multiplying effect on nuclear area denial.
