Papery leaves, plants dying, please help!

From what I see and read it seems like it's possibly a root issue. And that's causing and uptake problem, thus the plants wilt and turn crisp because they're not receiving what they need from the roots.
What's the root ball look like to confirm?
Ohh yea so roots are looking good so far, nice healthy white.
I'm beginning to think it could be transpiration issues maybe?

PH is very stable and will only fluctuate 0.2 between res changes.
I'm starting to believe that maybe the plants aren't transpiring properly and holding/retaining too much water, similar to overwatering?
I say get your temperature during lights on to at least 82. Up to 85 is fine. But get it up there and watch for a few days. This in regards to water uptake and transpiration.

Agreed, the lights aren't causing OP's current issue, something to keep an eye on come flowering time.

Clearly "every parameter" is not "spot on" and the environment is not 100% perfect.

What do the roots look like??
Roots looking really good and healthy, I'm beginning to think that it could be some kind of transpiration issues, maybe because led doesn't give off much heat and plants retaining too much water?
It looks similar to what overwatering looks like

Your temperature is way too low for LED. Your humidity too low. Your pushing 850 PPM with plants not ready to take it up under LED.
I have actually diluted the nutrients last week because they were actually loving it at around 1400ppm, and now they're not loving it.

I can't think of anything else that I've not covered, I've even gone to thinking there must be a disease or maybe something bad in my nutrients or water?

Because I thought it was a little bit too much as the reservoir gets more concentrated when the water levels get lower.
They were actually doing better when ppms were higher.
Well usually static EC with dropping fluid levels is an indication they're not taking it up. At the moment. You did right dropping it. In my opinion. You're at a good level for flower without too many issues or without using CO2. Maybe try raising to 1000. If it appears the wrong move remove some solution and dilute with pH adjusted water back down to where you are now.

Low temps and low humidity, the plants retaining all its water and nutes, not producing new and not transpiring water it’s prolly just going dormant and withering waiting for the environment to improve. Those temps, water won’t evaporate even over watering will produce a dry plant. Overwatering messes with the plants medabolic system. It can’t uptake any nutes and thinks it doesn’t need water because it’s never been dry. All this due to the environment not being right for led. You gotta run it like 79 to 82 degrees all the time. 79 at lights off and around 82 lights on with the humidity around 64 percent lights on and off during veg. Run it around 55 to 57 percent humidity in flower running the same temps.

Can you up the heat by 10deg and humidity ? If not You could make shift a greenhouse,clear garbage bag or whatever over one plant.This will raise humidity and temp by a lot.See how plant responds.

I have never liked using ppm. Ppm meters read E.C. then convert it to ppm. According to what conversion your pen/meter uses will give you a different reading. A reading of 1400ppm is a difference of between 2.0ms and 2.8ms E.C. (ms being milli semens) So unless you know what conversion factor your pen/meter uses you could be over feeding or under feeding. If you are using an A+B nutrient feed like CANNAS Aqua Vega it states on the label the E.C. should be between 1.1-1.9ms. If your taking a Truncheon ppm reading then that's 2.0ms, too high. If you're using a Hanna ppm reading then that's 2.8ms, waaaaay too high. Plants will grow like mad, for a short while, then you'll get toxicity and lock out problems.
