Do you really think that most kids (let's make "kids" = <12 YO, teenagers are a different matter) smoke weed? I don't think they do and I don't think most parents would want them to. There are troubling data regarding brain development to make the case for waiting until they are older. Same might apply to those between 13 and 19 but agree that at some point the decision is made by the teen.
