Looking good for just FF and water. A little bloom nutes wouldn't hurt if you haven't been feeding them. They'd probably appreciate a little more K.

So its not to late into flower i put new soil on top and watered they say 9 weeks of flower but ???

Don't drink the Kool-Aid. They need more time. I'd say 3-4 weeks or so. And keep feeding them. They look pretty good though.
