I know it's been said already, but you haven't addressed it yet so I'll say it again for emphasis... you should be shooting 80f minimum under LED. during veg and early to mid flower I shoot for 85f. you can lower the light all you want, but until you get the Temps up you'll continue to have problems.

OK. I've been waiting for WMT to get the oil heaters in stock. Meanwhile I have the plants sitting on a warming pad. The paid is 15 minutes on then off 30 then on 15....

I have a T5 too. These I only used the LED. Since dropping and the brightening I'll try to catch up.
Using any type of fluorescent is best for seedlings to keep them low.........keep them within a few inches of the top of the plants.

My first impression is that light is a long way away. I don't use led's - but my lights are usually inches away for cfl, 16 inches to a foot for a 400w cool tubed HID, 20 inches to 16 inches away for a 600w cool tubed HID.
