This is not my plant, but its someone i chat with sometimes. He said he was away for 2 days and returned home to find this on only one bud. The rest of the plant is fine, from what he explained. Can anyone identify this issue?

Definitely looks Iike fungus to me, too. At least it is isolated so far. But if it's that virulent I'd be washing up with alcohol and checking the rest right now.

Most likely spider mites, a fungal infection would show on your leaves aswell.
