Hi my name is Colin I'm from a 3rd world country that just decriminalized cannabis and shortly there will be a market for great strains of cannabis but unfortunately being in a 3rd world country and there is limited access to good seeds and even more difficult to import them is anyone out there willing to assist me with some seeds please any help will be greatly appreciated...

3rd world is an old term to refer for countries down the Ecuator line, I don't what you meant, from where are you from. Would be easier to provide proper info.
In South America you have lots of options. HiperSemillas from Spain always attended the region with joy and delivering seeds from the best breeders of the world. In Uruguay you just buy in a coffee shop. Chile and Argentina has a market too. Brazil has a board called Growroom where you'll find lots of threads regarding this subject.
Better asks locally.
