8,000 plants, 16 million value, only 2 years 10 months in prison - how did Kog do it?

dug a video out the archives today - Kog's "a growers lot" . As he introduces himself says he got busted with 8,000 plants, that the cops valued at 16 million. But he only got 2 years sentence (after already having sat in jail for 10 months). How did he get away with that?
This was in news out Wales, AUS , for anyone unfamiliar with the video.
