Once main leaves have sprouted the cotyledon leaves job is done, but is early to die. Should live if not other issues that caused it. Find out soon enough.
It's Dr Earth potting soil it was like a $10 bag it didn't look that woody until i took took picture. It’s not abnormal to lose the cotyledons but that looks abnormal and too soon, the one pic anyways.

I had too hot of soil last time and stunted the seedlings last time that's why I got this cheaper soil.I wouldn’t worry, not a fan of the wood chips, if it has nutes in the soil, could be hot. Just make sure there is good drainage and don’t overwater them. The others look ok so.. I don’t know anything about dr earth.
Cant go wrong with promix hp m. Best grow medium on market imo. Peat moss lime perlite and mycorhyzae no nutes to fuck with seedlings. Give it a try and you grow in it forever.I had too hot of soil last time and stunted the seedlings last time that's why I got this cheaper soil.
In a couple of years all sales of peat based compost are going to be banned in the UK.Like other suggested it looks like very low quality soil. More wood chips and twigs than actual peat.
I complain when I find a few twigs in our local brands, you guys on the other side of the pond seem to be selling some really low quality stuff.

To the OP, I really wouldn't worry about the Cotyledons being a bit weird. I have an Auto that is much the same, it was a bit slower to get going than the rest, but got there in the end.

Seeds need a moist medium, not oversaturated and wet.Peat is horrifically bad for the environment and there are plenty of good alternatives coming on to the market.
What makes you think it is overwatered? You can't tell that from the pictures. The mix he is in does look wet, but it made up of plenty of coarse material, so is probably quite free draining. From the looks it wouldn't be my first choice, but that doesn't mean it is bad. I have grown decent weed in the cheapest compost mixes known to man and they have been more or less fine. As the OP has said his 4 other seedlings are doing fine. I have had this happen more than once and it has always come good in the end. In nature there is always a weakling, the "runt of the litter if you will".
To the OP, keep the moist, give them good light and plenty of air and that one will begin to come good.

It's your seeds so I suggest you do what YOU want with those seeds. Some people just keep doing the same errors all over believing it's normal to loose 30-50% of the seed because "that's what happens in nature".
Other like higher success rates and wants to do a better job than mother nature. I personally don't like killing seeds I've paid a lot of money for, I think most people want to avoid this.
If the stem is flacid, did you try rubbing it?One of my seedlings I just popped, the cotyledon leaves look like they are dying on the stem seems very flaccid? Is she a goner?
