Personally, what i would do is
1. Choose a height for your net. (not more than 15-18inches for TSCROG)
2. Grow them past the height you've chosen, that when you bend, it'll cover the entire canopy.
3. Add Net
4. SCROG

I have some experience with SCROG's and my advice is to focus on one or maybe two plants because you will come to hate trying to get to four plants watered under a well filled canopy

I usually lay an unfastened net on them once they're strong enough to support it. I spread the branches out a little to get them used to it without causing too much stress. Eventually the weight of the net isn't enough and I have to anchor it. By that point the branches understand what I'm trying to do to them and just go with it.
