A little Light help please!

My grow room for my flowering plants is 8x12. I can pay about 450 for lights, but don't want to increase my electric bill by a lot at all. I live in a rural area and they hit me with a 200 dollars delivery fee ever month so electricity is already high just from that. Anyway, I grow in soil, 5 gallon buckets, and can fit 12 to 20 plants in the room. What lights will give me the best yield?

That’s not a big budget
for that room , but I feel ya.. LED will be out of the question unless you DIY. You’d be best with cmh/hps for the budget

I would grow outdoors in your situation. For that budget, you could get 2 1,000 watt hps lights-that would fill a good part of that space. But your bill will go up significantly. You simply can't light a large space indoors without paying for it. Even if you were to use LEDs, your electric bill would go up by a lot. So your options are, grow outdoors during the warm months, or downsize your expectations for an indoor grow. A 240 watt LED or a 315 cmh (if you want to go with an hid) will light a small space well and not murder your electric bill.

Oh I do , but I've got a super short grow season where I live so indoors what I've got to work with.
