I like putting seeds in paper towel with hydrogen peroxide in the water. But seeds have been sprouting in soil for a long time.

Are there holes in the bottoms of the cups? If not then put some in Did you pre wet the soil to run off or only giving a cap full 2x daily? If not then wet it up with 80 F water. Get rid of the covers as mentioned? If possible place them in or on a warm surface ideally 80 F. They'll be up in a day or two. GL.

Been there and done that lol
I would have the light on for when they pop through + heat you need to move it closer or better still replace it, your limiting your chances of success with paper cups soil and household light bulbs, get even a 150w mh/hps some pots coco and nutrients.
Best of luck with it.

That is the scariest electrical setup I have ever seen....I wonder how many electrical fires and/or electrocutions they have per day

I'm guessing this is from a 3rd world country as that electrical standard would not be acceptable in most countries....maybe even worse than Thailand....or maybe not.

For seed generation I use hydrogen peroxide 2ml per litre 17.5% I only soak them in a plastic tub, if you use anything organic like paper it absorbs the oxygen.

Hydrogen peroxide has a extra oxygen molecules that breaks free and attaches itself to anything organic ie the seed.

Normally you have a root within 18/24 hrs but I've seen a tap root in as little as 4 hours but only with one batch of seeds.
