Yeah I'd raise the light and raise the temps. I grew using 1 sf 1000s during veg in a 4 x 4 and never went below 24 inches. I was also using some 5000k led shop style lights for side lighting. The SF lights are hella brights. Reflective sides on help to increase that. I'd raise the light to at least 30 inches if you aren't planning on dimming it.

Good to learn how to comfort lux which is what a light ap will measure in. Google converting lux to ppfd. Follow recommended light levels for veg. Veg cycle doesn't require nearly what flowering does.Do you have a light ap on your phone?

I would dim the light and raise it. That and temps I'm going to say you will see the plants bounce back and start to pray to the light.

One last recommendation. Get a small clip light and buy a green led party bulb. You can use it to visit the plant when the light is off without interrupting its dark cycle. Good luckGoing to give it a shot starting in the morning I'll post an update here after a couple of days
