Lime green bugs?

Hello everyone, a buddy of mine is growing outdoor and he started to see lime green flies.Are they friends or foes? A lil difficult to see in the pic attached but its what he sent me.

Would neem oil be effective against them?..i believe that's what he is using.

Yes it should be as it’s a listed product for control.
