Thrips maybe? Maybe not even bugs. Did you look under the leaves?

Neem

Spray every 3 days for 2 weeks. Don't make it too strong and don't use too much soap or you'll burn your plants.

There are many other remedies out there other than neem. Neem is what I use so that's what I recommend. I use it as a preventative measure against bugs, PM, and other things and never have incidents of those problems. Whatever you use get started using it yesterday if you identify for sure that you have bugs. Looks like your outside. It's always a good idea to get ahead of any problems and do preventative spraying before you have issues.

Good luck.

That's not from over watering. It could be bug damage but bugs that don't stay around. If you're growing outside you'll get transient bugs that roam around from plant to plant and don't take up residence like mites, thrips, or aphids. Those transient bugs just stop by to dine and dash. When you see the damage they're already gone. Which is why preventative spraying is a good idea. They stop by, take one bite, don't like the neem, and move on.
