You can't tell at all. The preflowers haven't even begun yet. Those long whispy feminine like hairs, aren't hairs. They are stipules. The preflower forms between the newly forming branch and the stipules.

ya those horn looking things arent what your looking for.. all of the plants have them.. look for more like yellow Hairs to be comming out. really tiny if your looking soon.
