What causes slow early veg growth?

Germinated 3 weeks ago and 1 still only as it's very first set of true leaves and the other (germinated 3 days earlier) has only 2 sets of 3 finger sets and a new small node coming in.

You need better lighting. Even if you can get it to grow, those will not make it flower. For veg you can use flourescents I’ve used T5’s for years. Start them a foot away and move a few inches a night as close as they allow to light. Mine are 2” from a small cheap LED for now and are putting 2/2” a day growth up them out.

I have this LED but turned it off bc things actually seemed to stop when I started using it abt a week ago

Will help if you explain What media? What lighting and how far. How much are you watering? Any nutes ? Plants will tell you what they need, just need to learn how to read before they get too bad. These went in about the same time as yours, 22 days.
-Growing in starting soil
-Just the lights pictured so far and supplemental -1000w led that I've recently shut off after it seemed to slow things down abt a week ago.
-Watering when cups are light.
-Yours seem to be similar to the one I have with 2 going on 3 sets.
-No idea what's going on with the smaller (blue dream). Maybe she's just a slow poke lol

Oxygen to the roots promotes fast growth.
I grow in coco and feed daily to run off.
These plants are 23 days from sprout for a comparison.

If growing in soil,.keep the medium warm..78-80 f..lots of drainage in containers, even on the sides, allows good aeration. Keep wattage of lights low if keeping close...once they get their feet, they will take off as long as all other normal environmental conditions are optimal.
Good luck.
Ps...soil grows slower than other mediums, but is my preference.

I use a 70/30 coco/perlite mix........coco always out performs soil for growth rate.
I feed 1/4 tsp. per gal. of GH MaxiBloom to run off daily. I use MaxiBloom the whole grow........1/2 tsp. is usually the strongest.
I use an 8 bulb t5 fixture for the first two weeks or so......then a NextLight Mega.
