So I got a cmh but can’t hang it rn and my seed just finished germanting so I planted them in a small plastic cup I put the light on top of a toilet it like 27 28 inches up will this work till I trans plant it I got a Philips elite 4200k bulb also no timer yet will this work ?

Seedlings usually don't need much light to get going. Put it under a CFL until you can get the CMH hung properly.

I agree with @GBAUTO just go to home depot or Walmart and get some CFL they don't need much. You got it tho you won't burn up your house.
