Short answer is no. Light hours change and low temps will screw u around. Temps are way too low and still see nights in the 40s. Want to see a plant look like crap and/or stall out real fast? Go ahead put it outside and have a look for yourself. Wait a month

You mean something like this? I have had temperature down to 40*F just night before last.
I started the plant indoors in March. Moved it outside 2 weeks ago. I'm not a real big fan of Diesel, so it won't bother me anyway that this plant goes.
I figure that it is going to do one of two things, either get stunted, or take off with gusto once it recovers.
I took these pictures about an hour ago.... damage to the leaf margins, but possible to recover from. New leaves look okay though, and those were what I was really worried about from the cold.
From here on out the temperatures are supposed to fall within the "ideal" range, 50-70's F. At least for the next week. 13 hours 23 minutes of daylight today.

I live in the Central Valley CA temps at night during winter can get into the 20’s. At the end of the summers growing and trimming season I throw seeds back into my beds for the winter. I let them get about a foot and a half high and turn them back into the soil. I have 2 that we’re growing on the margins that I haven’t done anything with yet.
They are starting to reveg, I’m letting them go until my summer plants come in. Cut a branch of one them and dried to have a taste and there doesn’t seem to be much difference between the summer and winter plants other than size.

I think that the main thing that you would have to worry about is the temperature. Not the duration of sunlight.
You get about 12 minutes more daylight than I do (at least for today). My plants are doing pretty well right now. Last night and tonight are the only time that the temperature will be below 50*F anywhere in the near future. Only by a couple of degrees at that.
No. My plants have not tried to start flowering either. The further north you are, gets more time for sunlight, not less as some might think. I believe that your main concern will be the temperature.
My Red Diesel is recovering nicely from the few nights that the temperature dropped below 50*F. You can see that in the pictures below.

I think that you can judge from the climatological data for your area just when you have temperature that doesn't fall below 50*F. This is what I do. Judge for yourself when is it safe to put your plants out.
The Red Diesel was put out when the temperature was on the "iffy" side of things. The Peyote Critical was placed out two weeks after the Red Diesel and is off and running well.

I think that it depends on the strain and how much you plan on harvesting. Take the strain "Lemon O G Candy" by Philosopher seeds listed on the Vault website. Indoors you can harvest 500-600 g/m2. Outside you could get 500g - 2Kg. Big difference between the harvest yields.
