I found a magnetic 450w ballast that runs a 400w with a mogul e39 socket. Can I use this as i veg light if I get a decent bulb, and any bulb recommendations?

If I found a ballast, I'd take it to my local grow shop & have them test it for me.

It works, I have a shop light in it currently, just a very yellow/green spectrum. I could also use the extra heat this winter.

400w MH bulbs can be had for under $20. They tend to be on the white/blue end of spectrum...which is what you want for vegging.
