U need to add stuff with calcium in it to your soils mate ..like bone meal etc
Its lack of calcium that causes it best way to treat is to make sure soil is watered evenly and spray tomato plants foliar with kelp etc

29 inches is a really good height for veg bro in flower you can get as close as like 15 or 16 inch if ya watching for light burn.

that reflector is going to throw a really wide footprint, i would personally put it in the middle to maximise its footprint and then throw lights either side of it.
im sure once you get it all up you will be able to see what is the best use of your lights though
