How can the article claim to be shocked and terrified about secret rules that
were reported?
These secret rules, as Cora Currier reported for The Intercept, "apply to media entities or journalists who are thought to be agents of a foreign government, or, in some cases, are of interest under the broader standard that they possess foreign intelligence information."
"There's a lack of clarity on the circumstances when the government might consider a journalist an agent of a foreign power," Ramya Krishnan, a staff attorney with the Knight Institute told Currier. "Think about WikiLeaks; the government has said they are an intelligence operation."
come on man, the government does at times need to withhold information for security reasons. There do need to be guidelines. The guidelines obviously aren't secret or they wouldn't have been published for cripes sake.

As with any good propaganda piece, there is some truth to the article. Democrats did withhold information more tightly than is reasonable while in power. To compare what Trump is doing with his daily attacks on the media as well as punishing and threatening news sites for publishing facts is where the article moves from reporting to propaganda. Calling news based media outlets fake news and encouraging acts of violence against reporters pales in comparison to anything that happened in the Obama administration.
