Approaching 6th week from seedling, suggestions?

All 3 started the same, same soil, same water, same schedules. But as you can see in the pic they're very different. This is my first grow and already screwed up with nute burn (my fault for thinking spraying directly on leaves is better) they are now just receiving water, no nutes. They are under 6 28watt LED full spectrum bulbs, for a total of 168 watts placed 24in above the canopy of the tallest. The little one has not progressed since transfering to that pot, the med sized one is progressing better than before. My question is what can I do to improve the smaller ones? also I don't feel they are where they should be at 6 weeks, I believe the strain is Golden Goat but I could be wrong since the source isn't always 100% reliable :/. They are in a 2x2x4 enclosure, I water every other day, a small personal fan is constantly on and an exhaust fan is always on to circulate the air. They are on a 24-0 light schedule. Any suggestions would be greatly appreciated.

Give them some time to rest back off the 24/0 a bit even if just 20/4 get something to sit other plants on to bring them as even as you can.
That’s all I got I’m sure some of the experienced guys may have more.

Can you take a picture of them with your grow lights off and your camera flash on? When did you transplant them? Is your seed source bag seed? What nutes and how much were you giving them? Try turning your light cycle to 18/6 to improve root development. You can try sprinkling mycorrhizae on your roots when doing your next transplant stage (will help with root development).

I can tomorrow, my phone is at low battery and shuts off when I even try to open the camera app. I have just now switched to 20-4 but ill go back out and change to 18-6 if you feel it would be better. The nutes are Fox farm fm14049 the triple treatment, I used the tiger bloom and grow big in a mixture stated on the back of the bottle. They were bought from a person I usually buy weed from for cheap. Said they aren't feminized so I have a chance of growing a male. A chance I'm willing to take though. And I have raised both plants to the same height at the taller one.

See the drooping leaves? Read about watering properly. You're overwatering .
