Why Are these so small

They are 12 days old today one seems a little yellow not sure about the other two looking healthy? Why are they so small have them under a 400w mh about 16 inches temp is at 80

Not a lot to go on here,but it might very possibly be over-watering. Seedlings don't use much water at all.

Do I need to dry it out ? There's a fan clipped to the inside of the tent ..Should I not give them water for 2 days ? Maybe 3 or will that kill them

Every situation is different, but I probably only water my seedlings (soil grow) every 7 - 10 days. When my plants are fully growing, I water perhaps once a day. The first thing I would do is to continue to watch them closely and hold back the watering. They'll let you know very clearly when they need a drink.

Okay it just seems like the soil is dry so I get scared and water them I am using promix foR soil

Seedlings need surprisingly little water.

I would say overwatered, hot soil, and too much light with a 400w mh 16 inches away from them.

What do you suggest for height

I like to use fluorescents for plants that young. I use t5's until they outgrow it, then switch to mh.

I really couldn't say what would be a good distance for that light from those plants. I would suggest getting yourself a t5 or cfl fixture and starting them out under that. Then bring out the big guns when the plants are bigger and needing all that light.
