2-3" will be a fine distance from the top of the plant to the light at your plants age, about 4-5" for first seedlings, as long as you keep a fan gently blowing the heat away, which it looks like your already doing.
I wouldnt feed until the plant is well into flower, say a week or two after shes started buddin, but if you get any yellowing of leaves start earlier.
Id fill that pot with soil a bit more, fill it up to just below the plants cotyledon leaves (the very first round seed leaves) if these havnt fallen off already.

Yes..they are 3weeks old.looks great man....leave em go for now,remember earlier in the thread "if they dont look hungry dont feed em.." how old are they?? if their over 3 weeks they def preflower...gotta let me know how they smoke. pm me while you blaze that shit the first time. my next grow is LR2 x ???

Starting to look a little wind burnt tho lookin at the leaves starting to wrinkle a bit, nothin to worry about, just move your fan back a bit or turn it down.
Its still nice and dark green so no ferts yet, remember LR's/auto's have no proper veg time to deplete the soils fert reserves, so there will still be plenty left in the soil.
Feeding now your only running the risk of overfertilisation.
Wait til the first single blade leaf set starts to turn pale green or yellow at the tips then start a weak feeding schedule.
