It was an internal policy ruling made under the former administration. The ruling instructed prosecutors on what they can and can't target for prosecution. The new ruling basically states they can prosecute anything anywhere. It's basically a blank check for prosecutors.
The laws have always permitted them to charge anyone for a cannabis crime, but policy said not to. Now that policy is gone.
