I use a cool-mist humidifier. those type won't add any heat.
Temp is 59 degrees grow cabinet

Temps in there should be manageable, exhaust fan with higher cfm would probably be cheaper than changing the lights. A larger carbon filter with more surface area would make a noticeable difference in air flow too. On a tight budget i would just get a bigger fan and not use the carbon filter till i needed it.

can you not turn on the a/c in your house?
Use the exhaust fan, air conditioning and a humidifier outside the cab if it's not the cool-mist type.
adjusting the exhaust fan speed is going to work you to death with changing weather conditions outside. When you can afford it, i highly recommend attaching one of these to your inline exhaust fan:

I have one similar to that. problem is, and i guess it really ain't a problem until flower, but those type turn the device off/on, this one keeps the air moving and just slows it down/speeds it up as necessary.

Hes got a window shaker not even close to the space so no I think. That pipe sheet I mentioned don't work in summer btw unless in the Yukon.

It actually works well for me since im running a positive pressure system as opposed to a tent setup where you would want negative pressure all the time to contain odors. I have a separate fan for moving air around my cab 24/7

I tried the positive pressure thing with a forced-air intake in addition to the filter/exhaust but it created an odor problem for me. it was forcing air and odor through small cracks around the doors. I have door gaps so large I have to cover the doors with panda film to prevent light leaks.
so now am back to passive intake.
Getting your environmental conditions dialed in can be a real bitch especially if fighting mother nature and the outdoor conditions are not cooperating. I feel your pain. been there, done that.
don't try to make too many changes at once. adjusting the temp is gonna alter the humidity and you really won't know what change did what.

Weather strips or garage door seal works good for that.
When I was in tents I blew one a part with 1500 cfm P.pressure.

lol... that'll learn ya'.
I have weatherstripped it as best i can, it is just a warped frame. wish i could find some of that refrigerator magnetic stuff by the roll or foot.
