you are going to get two answers to this with nobody agreeing - either a small hps(high pressure sodium) - 150 watts - or a lot of cfls (compact fluorescent)
as i understand your situation, i would recommend the cfl as they are less expensive per bulb and you can add more as you go along.

you never want to use one seed unless you know its female. males are worthless and your chances are only 50% with one seed.

put 4 in a paper towel to germinate. plant all four. keep the 3 healthiest seedlings. grow them till they show their sex. kill the male or males. you should get at least one female unless your luck is for shit.
or, if you had extra money you could buy feminized seeds and just plant one. but they are expensive and if i were you i would spend the money on your equipment

the problem is even cheap seeds will eat up half your budget. i would suggest using bag seed you or friends may have laying around.
you can easily spend all of your money on a setup. the best thing to do is read growfaq and stickies on this site first, make your basic choices, then come back and post specific questions.
