Help with slow growing plants?

Hey guys, long time reader, first time poster.
Would love some tech support with my first grow please!!!
I have sprouted these 3 seeds about 3 weeks ago.

Temp: 25 degrees
Constant fresh air, and fan blowing on them.
Ph of 6
Using a 700w hps bulb.

They just are not growing!!?? And im stuck on why. Any help much appreciated
One plants leaves going a bit droopy, it was doing this as i was over watering so i didnt water it for about 4 days and still no luck.

Yep about a week ago due to stretching

About every 3-4 days, depending on how quickly the coco dries up

You have to water/feed everyday in coco. You shouldn't let coco dry out! Your plants will be absolutely upset about growing in dry coco. Also it's better to let your pH swing between 5.8~6.

Just transfer those seedlings to properly washed & nute buffered coco substrate.

Might be a good idea to transplant to a soil like Fox Farm Ocean Forest. Easier to care for and will need no fertilizer for at least a month. You can learn about coco on your 2nd grow

Might give that a go mate, will have a look to see where i can get it down in aus.
Don't want to give up on the babies quite yet tho

This is the light that im using at the moment, through a HiPar ballast.
I went to my hydro store yesterday, and he suggested i try some of this root booster. Only mixing .5 mill in a 5L bucket of 5.8ph water.
