yep, bud rot (mold). cut em out of the dry, quick dry, make butter out of the moldy stuff, the high temps will kill it, and you won't taste anything making medibles.

It might kill the mold spores and prevent them from reproducing but probably not hot enough to breakdown any potential mycotoxins found in the mold. Mycotoxins are a big deal and not worth the risk of consumption, do not try to give anyone with an auto-immune disorder any edibles made from moldy material.

i would still risk it if i had a sizeable amount of damage. cut out the white stuff and toss it, but salvage the surrounding by cooking. i don't suggest trying to eat the mold untouched, i figured that would go without saying...
