In flowering but somethings wrong

I have this plant and I have had it for a whIle I have growing with 13 others that I planted about 2 months after this one and they have nice big buds on them already but this one has just stayed like this any ideas why ?

How long has it been in flower? Is it an auto? Soil staying wet too long?

Soil or hydro? How's the temps? Are you feeding it nutes?

Looks to be sativa dominant not sure what your other plants are but it just might be a 13-14 week flower time whereas the others might be 7-8 weeks to finish
