Yes, it is different if it can go full auto. Which is still legal with the right paperwork and tax stamp.
Also the make bump fire stocks that allow you to shoot just as fast as full auto. They are legal because technically you pull the trigger once per round fired.

Also there are ways around banning assault weapons. Like on the ar15. The upper is not a firearm and can be bought on the internet.
Buy an 80% lower on the net to because it is not considered a firearm.
I then buy a 9 round clip for the ar-15 .458 or .500. It is the same clip as the 5.56 30 round.
So, you can't ban them.
