99 Plant Cultivation Liscense ?

Yes, only a doctor can determine whether or not an amount beyond 8 oz is necessary for the patient and then the patient is allowed to cultivate the number of plants required to acquire that amount. Usually this is indicated by stating the weight of the cannabjs product recommended, not a plant number. Otherwise if the dr does not say how much weight is recommended, the patient is defaulted to the state's 8 oz 6 mature plant limit. Although all this might not matter now that governor brown made it only legal to grow in a space of 100sq ft per recommendation. I do not think there is a plant limit just space limit.

Under Prop. 215, patients are entitled to whatever amount of marijuana is necessary for their personal medical use. However, patients can be arrested if they exceed reasonable amounts and they can be cited or fined for exceeding local laws. Under MMRSA, which took effect Jan. 1, 2016, qualified patients can cultivate up to 100 square feet for personal medical use, and primary caregivers with five or fewer patients are allowed up to 500 square feet. Exemption under this section does not prevent a local government from further restricting or banning the cultivation of medical cannabis. See local cultivation limits."

Yes it states that the amount a patient can have is the amount required for their needs(extremely subjective) and there are no plant counts, it's 100 square feet. I would still stay under the federal 99 limit regardless, but technically in ca you can grow whatever will fit in 100 square feet as a patient. And 500 sq ft as a caregiver of up to 5 patients it sounds like.

So does that override a patients needs? What if my medical needs require more than what 100sq ft can yield?

I don't think anyone needs more than a 10x10 or 4 X 5x5s can produce. That system dialed should fairly easily be able to pull 12 pounds. I've never met anyone that smokes a pound a month lol.
