The trick with those CFL's, is that they have to be in close proximity to foilage in order to work right. That means between 1-3" away. When a sprout breaks the soil just a single 23 watt bulb at 1-3" away will handle it for a week or so. You have to add more and more slowly over time as she grows. You will find this quite challenging as the plant grows bigger and you need to spread those 13 bulbs all around it, while keeping them at a 1-3" proximity from leaves. You'll soon see why raising and lowering a single more powerful overhead light, is more desired.
