Ditch that passive inlet and install an inline fan with a speed controller. I'm using a 6" Vortex exhaust and another 6" Vortex for an intake, both on speed controllers. The speed controllers should allow you to dial in the temperature and air flow.
here are my passive intakes. coming from my basement, i just dont believe it will be any better with a fan attached

I don't know about that, not long ago I had a 12"x24" dark room vent (similar to your vent) for my intake and a 6" Vortex for the exhaust and it worked well with a 400w setup but the temps went into the high 80's (from the low to mid 70's) when I upgraded the light setup to 2 x 1000's. I changed out the intake dark room vent for the speed controlled Vortex intake fan and the temps came back down to the mid to high 70's. I think you might be surprised at the control it gives you as long as your exhaust is sufficient. An active intake will actually make it easier for your exhaust fan, the fan doesn't have to pull/suck (against that vent) so hard. I could hear a difference with my exhaust fan when I installed the active intake, significantly quieter.

I've thought about using an air conditioning unit and doing a closed room also.

yeah i live with 3 adults and 3 kids upstairs so im kind of maxed on my hydro if not over dueing it, i had a bill that was $425 in the summer, and that was without the veg room i just set up lmao, and i need to get a fan or two more to figure out how to cool the canopy of my t5s in my veg room.

not really sure what else i can do, its winter and nightime drops between 62-66 aswell, putting in a heater doesnt really do much with it exhausting outside lol

I would snip the big shoots asap and clone em, That should make the lower shoots to come up....

Another way of reducing stretch is keeping 10c,.. if you have big variations from day to night that cases stretching too

i do actually, with night time temps low to mid 60s.. and daytime around 80-84

but i dont plan to do any cloning as i go from seed each time
