is this plant OK?

Ok this seedling that i am growing has been going really slow and i am not sure if i am impatient or what i am doing wrong.
my procedure so far:
1. germed in paper towel
- no problems, 3 days or so to root sprout
2. moved to rockwool
- grew great
3. moved to basket with hydroton in dwc bucket (11/3/15)
- I started the rockwool cube in the dwc bucket when i saw roots showing through the bottom
-at the point of transfer i had two pairs of adult leaves
-since then the 6? little baby leaves have showed up but not grown much
This is the plant now 10 days since the move to dwc


so the conditions it is under are as follows
-18" from approximately 300W of CXA1512-0000-000N00M20E3
- water EC of .3 ish
-tetra 300 gallon air pump
-hydrofarm large air stone
-grow room temp 80F

The only thing i can think of is the basket was sitting too low in the bucket and the rockwool got too wet.

this is my first attempt at growing and i am a bit on edge haha

any input would be appreciated

the basket is just touching the water half inch or so in.
the rockwool is about one inch above water lvl.
And theres your problem. The basket needs to be just above the water. The roots need to get to the water to start feeding. You need to start top feeding probably three times a day with a syringe. Keep the air stones going so theres teeeny bubbles slashing up to the hydroton but the water is not touching the hydroton. Keep watering like this until the roots have dropped into the water and the plant is feeding itself. Your welcome ;)
