The seedling that wont grow? Advice?

Hi everyone,
I am new here - long time lurker I have learnt lots from y'all over the years.

I have a problem with a seedling that has me stumped! I am a bit desperate because good quality genetics is near impossible for me to get, anything to save this would be great..

The pictured seedling is now 9 days old and has yet to grow beyond this! Literally zero growth since day 3. However, the roots are already visible from drainage holes at the bottom of the container!

This is (despite pictures) an indoor grow with typical 90W UFO <5 inches from the light. Afraid the UFO was defective (despite LUX meter within range of other peoples sucessful grows) i left it out in few sun today just to change it up.. I find it curious that indoors it did not even stretch!

The soil is nothing special, just potting mix (no sustained release nutrients) to which I have had success sprouting vegetables from before (not cannabis).

I have added zero nutrients - only pH'd water (see below).
Possibility of overwatering initially but I left it for four days until the soil was very dry until i rewatered again today on day 8 (yesterday). Pictured the plant is wet because I was a tad late getting it out from under a sunshower hah.

Details:
Temp: 25oC +-2 Degres. Humidity ~50%. Input 5.5-6RO water. Runoff 6pH.
Genetics: Buddah Tahoe OG - calicon.
Watering schedule: Day 2,3(i know should not have watered twice in a row) Day 8, and tiny exposure to a sunshower on day 9 today.
Soil: Generic non-nutrient enhanced potting mix from local garden shop.

Can a seedling become rootbound if stunted for any reason? Should I try transplant?
ANY help would be great since where I live seeds are hard to come by and this is my first non-bagseed grow! Thanks!!!

She never should have been soaked and let go bone dry?
Take it out of that pot, just rinse off the soil and sift out that tree bark,,,add lava rock

Yea this is immediately after the Sunshower so it's a bit dark in appearance. But the seedling looks healthy, what do you all think about transplanting to better quality soil? I have been holding off because of its size but I can't think of a better option?

Pics of the roots at the bottom!
The seedling looks 5 days old from sprout. The 4 day lag is probably from over-watering

Let it grow ! Give it 1 week and you will see!
Thank you all for the responses! Such a lovely community here.

It is possible this soil mix was poor, ive made a better quality soil +perlite mix ready for the transplant in another pot.

My plan is to give it a week, see if there are any changes, if not my last effort will be to transplant to better soil and cross my fingers! Appreciate it :)

This cheap rubbish medium is not suitable for sensitive young seedlings.Looks like an ash tray. Next time use a high quality reliable mix , peat or seed raising mix. You cant use inferior products and expect top results.

Imo it's not going to grow for awhile until you get into different soil...those wood chips are to much for new root growth and your roots need established before major new growth ...I'd transplant carefully because I'm sure as hell there is no rootball at all and get her in something she likes..

Ok, going to give it a couple more days in this crap soil until it gets a bit drier from yesterdays water - then ill attempt the transplant into good quality soil/perlite mix.

Followup question: I have access to canna rhizotonic - will that help increase the success of transplanting such a small plant? Should I add
Of course im not going to add any nutrients.

Hey thanks for following up! after the leaves started to droop with a faint purple outline of the leaves I re-potted into some good quality black and gold soil + perlite. I chose a bigger pot to avoid retransplanting. I did this yesterday it's still drooping but alive.
on transplanting the roots were white and way more than I expected for such a small seedling! I also have rhizotonic (canna) which I plan using as a foiler spray. I have not watered since transplant, only slightly damp soil on transplant. any comments would be great!
