A little personal use for some is a lot of personal use for another. How much you wanting to get approx. and yes you can flower whenever you want
 
Ya try to get as much as you can off the veg it will determine to a great degree what you will eventually yield.by the looks of those they won't produce much you should be trying lst as suggested which means another few weeks of veg. But you will increase yeild.

I liked everyones idea of lst...its a great way of getting the most out of ur plant
just bend all the shoots down and tie em if need be. it forces the plant to stay low and bushy.
you'll be swimming in buds in no time.

im a new grower and i cant agree more with this guy! i fucked my 2 first grow trying to do many small plants and the trick is to just cut your garden down to a few bigger bushy plants and really focus on them and give 100% attention to these. because lets face it when you have over a certain amount of plants you tend to overlook things lol you get my point and being high doesn't help either. either way make sure to get it bigger try topping it or do some super ropping. i just got into that and im thinking its the best way to get more foliage so far,
 
If thats all the light and space you have then expect to flip soon. Since your using a cfl, it would probably help to keep the 6700k in there for the first two weeks of flower then switch to 2700k. If you sip on gram bags, you might just get a little personal use.
 
HONESTLY! i think its almsot a complete waste of time if you flower now. you will get almost nothing. i would veg for another month and hopefully pull an oz off of it. dont be a cheap ass if your going to grow cfls than you better buy enough of them. there only like 7 for a pack of .......when you flower go to your hardware store or whatever and get the 20 dollar 2700k light bulbs. there have much more lumens and will get you some nice dense nugs for cfl lights. if you can get as many as you can. its worth it

The whole point of this grow is to use minimal.money and see what happens its my first plant I'd be happy to get a bong rip off it
 
Looking at your pictures you need to feed her little flowering nutes the red to purple leaf stem and dead leaf tips, you will find it takes long to show flowers. I have that issue on every grow... Good luck buddy
 
I use grow sure all round purpose with a npk 5.3.8 or something like that and recently because the problem is still there I bought pk 13.14 and waiting to see in a few days if it has worked. My finishing buds are nice but small because of this problem and flowering progress is slow if not sorted. I'll post pics of my nutes if you want buddy but here is a recoveryDSC_0096.JPG nearly there ... Hope it helps

I'm limited on space also but here a picture of my lst to give you a idea on wat can really can achieve for you..hope it helps in your decision

Yes flower it now....but before that drop it in a pot twice as big. That one looks to be close to root bound. You still have 8-10 weeks for roots to stretch out and increase yeilds.
