No. In all instances where solar energy research and development has been initiated, government was in some form, the backbone.
The internet. Government "intervention".
Nuclear energy. Government "intervention".
Logistics [at a national level]. Government "intervention".
Would these things eventually have happened without government intervention, sure, but would it have happened as quickly?
Thank you for admitting that in the absence of a coercive government other innovations may have occurred. Of course lots of terrible weaponry used to kill innocent people may not have been developed, (or used) but I could live with that.
