Latest time you can put a plant outdoors and expect a harvest?

To clarify i live in NE Pennsylvania in a valley. I never grew outdoors, but would like to pop a few small plants outside.

As you can see i have a few seedlings in peat pots (bagseed) i just am not sure if its too late. Im aware they wouldnt get large and yeild would be small. Just wondering if they would have a chance at finishing.

You can definitely stick them out right now! Your harvest won't be huge, but it'll still be free smoke!
Planting them outdoors right now, you're basically looking at a SOG harvest. Small 12-24" plants and yes they have the time to finish.
Since its bag seed, you'll have to go back to weed the male plants out.

look at your average first frost date (google it)
then count back a month and a half ... without a ghouse thats the last day i would plant

Sure you can.

I don't claim to be an expert grower by any means. I'm just here at RIU to continue to learn and help others.

Most strains flower in 8-9 weeks. If you harvest at the end of September, that'll be in that window if you plant them by the weekend. Yes, they'll be small plants, but they have time to finish. They'd basically be acting like an Autoflower, right into budding.

The way you are doing it right now, is a great way to hide them and have them blend into the surroundings. If you plant them in mid to late July, they stay small and less visible. Just plant more little ones to get a decent yield.
I'd sooner use clones from a mother or Feminised seeds so you don't need to worry about going back to pluck males out.
Best tip of all is to find a location far enough away from civilization. Less chance that someone stumbles upon your hard work! :)

Light cycle from the sun wont be 12/12 til end of august... Will they still flower?

They start flowering usually beginning of August. That's why you hear of people harvesting their outdoor crops at the end of September to early October for longer flowering strains.
Trust me, yours will finish if you plant them by the weekend. :)

You can do it molly. Outdoor plants don't need 12-12. Most of mine have started to flower and I'm way north from where you are so plants are still getting more hours daylight here than you would. But I also have early outdoor strains
