Soil mix for outdoor pots

OK I'm looking for advice on what ammendments should be in my soil. Here are my specs:
In greenhouse now in 15 gal pots.
Going outdoors soon in 250 gal pots.
Location: northern Cali border.
The soil I plan on buying is Rogue Farmers #2 (for those who might know it) Ideally the less money spent the better!

This is what I use in my raised beds per plant. That's probably a pretty comparable size to your pots.

1 bag manure
1 bag compost
20 cups rock dust
5 lbs kelp
5 lbs alfalfa
3 lbs high phos guano
3 lbs rock phosphate
4 lbs bone meal
4 cups neam meal
2 cups feather meal
4 cups green sand
4 cups lime

Just to clarify so I don't mess you up, I meant I mix those things into a base soil like bagged potting soil or the soil in my raised beds. Im pretty sure you know what I meant.
