PLEASE HELP! Black spots, droopy leaves

Hi, I'm new to this forum and to growing in general. I've already asked in two other forums, but I haven't received any answers and I'm freaking out. Here's what's going on:

What Strain is it? - No idea (bagseed)
Is it Indica, Sativa or Hybrid? What percentages? - Don't know
How Many Plants? - One
Is it in Vegetative or Flowering Stage? - Vegetative
If in Vegetative Stage... How Long? - 23 days of life, not sure how long it's been in veg
Indoor or Outdoor? - Indoor
Soil or Hydro? - Soil
If Soil... What is in your Mix? - Not sure if this is what you mean, but here's what it says on the bag: N 100-250; P 120-130; K 150/400; EC 1,0-2,0; humidity up to 65%, PH 5,5-6,5.
If Soil... What Size Pot? - not sure about liters, but it's a smallish pot: ~10cm tall, 12cm in diameter.
Size (Wattage) of Light? How Many? - Two CFLs, 24w each. (I know they're weak, I'll try to get more/stronger ones this week)
Is it Air Cooled? - No.
Temperature of Room/Cabinet? - not sure, but it's pretty warm in here. I hate being cold.
RH of Room/Cabinet? - No idea.
PH of Medium or Reservoir? - 5,5 - 6,5. Water I use is 6,8.
Any Pests? - Not that I know of.
How Often are you Watering? - Whenever soil feels dry ~ 2cm in.
Type and Strength of Fertilizers used? - NPK 7+3+6. It says on the label it's meant for young plants. I've only used it twice.

I'm a first time grower. I've tried to do my homework and I've been reading non stop, but I have no idea how to deal with the current issue. Fuck, I don't even know what the issue is. She was doing great last week, made a lot of progress, everything seemed fine. I noticed some yellowing on her oldest leaves and their veins so I got epsom salts and mixed some in her water. I did my best to calculate the dose correctly. However, her oldest leaves are now completely yellow. Not only that, I'm seeing the same yellowing on two other sets of leaves. She looks sad, her leaves are droopy, twisted and in weird, inconsistent shades of green. I noticed today she has some black/dark spots on the tips and along the edges of most of her leaves, even on the newest growth. She actually seems to have stopped growing in the past couple of days.

What the hell is going on, what do I do?? I know these pics aren't exactly awesome, some aren't even focused, so if you want me to take new ones or show you the plant/leaves from a specific angle, just say the word. Please help me, I lost my other plant a week ago, I really don't want to lose this one as well

Huh, can't find a way to quote posts. Anyway, thanks for the replies, deadgro and daggy! No, I don't really have a way to check the temperature, I only have a body temp thermometer and that's useless in this case. However, I was reading one of the stickied threads on here and realized my lights might be too close - ~ 3cm from leaves. I've moved them further from the plant, ~10 cm. I think I should be able to tell if there's improvement in a couple of hours, my plant tends to react very quickly to changes. I'll update this thread in 3-4 hours.

I highly doubt two CFLs are causing them to wilt. You might give them more time between waterings.

Right?? That's why I had them so close to the leaves, they don't seem to give off much heat. Still, moving them further for a couple of hours to see if it helps can't hurt. Oh, she's on a 24/0 cycle, I forgot to mention that. I'm trying to compensate for how weak the lights are by never turning them off. Plant never seemed to complain. By the way, does anyone know why the lower leaves are still yellowing after I put in the epsom salts?

Over watering - yes, this is definitely turning out to be at least part of the issue if not the whole problem. I noticed the soil doesn't drain all that well so I usually use a plastic spoon to tun it over to help it dry out more quickly. I actually had neglected to do it for a couple of days and then I noticed the spots and the drooping. I'm not saying that's the reason, but I though it might be related. So last night I turned it and today she's looking a bit better. However, there are weird spots on some of her leaves that are either new or I've failed to notice them until today. Something else that bothers me is her stems - they're red. I know it can be nothing or it could be a sign of magnesium deficiency... what do you guys think?

I had some seedlings that looked almost exactly like that and it was overwatering. Mine got worse because it took me a while to figure it out. Eventually I let them dry out a lot then transplanted as well. Really got things back on track. Happy growing!

Give them a good feeding (2-3ml per ltr of any fert with approx 8-5-8 np), I take you have just been giving them water for about a month now?

If you really want to see them take off, transplant into new soil that you have added 1/3 perlite to in a larger container (approx 5L in size).

They are over watered chippie simple as that son. The main reasons are the medium and the very weak cfls you have going keeping temps too cool for the medium to dry , get a mh and reduce watering.
