u can successfuly veg under cfls or fluros, but as all of the experts says HPS is best for flowering

For a tight budget, daylight CFL 6500k for veg. warmlight CFL 2700k for flowering (3 to 4 per plant) I have 6 42watt (equiv. 140watts)warmlight on my 1 plant

it's not a special bulb, CFL just stands for compact-fluresant (I know, spelled wrong).....those are the type of bulb you'd find that looks like a spiral.

Let me ask you, do you smoke weed? How much are you paying? If your paying for weed you must have the cash for an HID. Do you have space to grow? You need a concealable space that isn't suspicious and isnt well traveled.
You need to read the growfaq but if you want to grow pot you need.
a 400w MH/HPS lamp, starts at around 120 bucks.

ok buy a bunch of fluoro tubes at wal mart for a few buck each...some ballasts to hold the bulbs for prolly 15 bucks each average....and some good organic soil....slap em in a closet and learn while u grow....hands on is the way to do it...i find it easier to learn through experience...you can always upgrade as u go 
You can veg out a plant just fine with those Compact Fluorescent Lights you buy at wal mart. Try to get the highest wattage ones you can find, make enough so that you have a minimum of 100 watts total ( The small ones are 6watts, so you would need nearly 20 of those). you need 100 watts of light to grow 1 meager plant, the more watts the better the plant will grow. I have found 42 watts CFL at Wally World so just get 3 or 4 of those. Put them in a cheap vanity light ($10 at Lowes) that would normally go over the bathroom mirror. Plug it in in your grow area and suspend by chains about 2- 6 inches above the plants, move light up as plant grows. Try not to let plant touch lights, 2 inches is probably closest you want to get. Do not get more than 8 inches away as CFL light is not a strong penetrating source. Use good seed genetics for best results, bagseed usually grows crappy plants. Read all the info you can on growing, knowledge is what makes one successful in any endeavor.
Flowering can be done using CFL, the nuggets will be whispy and not much substance unless you really use alot of CFL. A more efficient and better method for flowering is High Pressure Sodium bulb and ballast, 250watts is the minimum wattage I would reccommend for a single plant.
